Kagawa has been reduced to a bench role at Old Trafford following Moyes appointment over the summer but was given a chance to shine in the Capital One Cup clash with Liverpool last night.
However, despite turning in a tidy performance in a 1-0 win for United, Moyes says the Japan international has work to do before he can consider himself a regular starter.
Moyes said he was pleased with what he saw in patches on Wednesday, but was coy upon whether Kagawa has still done enough to earn a regular place in the side.
"He did OK (against Liverpool), said Moyes after the club's Capital One Cup victory against the Anfield side.
"I thought he grew into the game a little bit more.
"There were bits which I was pleased with, and bits where we were looking for a little bit more. Overall, hes still getting back.
"A lots been said [about his lack of playing time], but I think most people who watched would tell hes still short of being really at full match fitness.
The playmakers only other appearances this term have been in the Community Shield and the club's Champions League win over Bayer Leverkusen.
